Increase minimum commission rate to 5%

This proposal will increase the Umee Validators Commission Rate to a minimum of 5%.\n\nIf the proposal passes, the Umee blockchain needs to be updated so that the fee of all validators lower than 5% can be changed automatically.\n\nAs mentioned in the thread, having a minimum fee forces validators to compete on value creation versus competing on fees, which is not healthy for the network.
