Proposal to update the register assets params

1. We are delist the stTIA, stDYDX
2. Change the collateral weight from 0.7 to 0.1 for IST
3. Change the collateral weight from 0.57 to 0.4 for stATOM
4. Change the collateral weight from 0.6 to 0.3 for stOSMO

For delist assets supply and borrow will be disabled This delist assets: stTIA, stDYDX, once they delisted. these assets will no longer be available for supply or borrowing. Existing loans can still be repaid, and previously supplied assets can still be withdrawn. If any of the listed assets have a supply balance of zero, they will be removed from the token registry entirely.
