Increase oracle parameter Maximum Median Stamps from 24 to 32

Commonwealth post: https://gov.umee.cc/discussion/11669-increase-oracle-parameter-maximum-median-stamps-from-24-to-32 The leverage module requires 24 medians for some assets which is currently the maximum median stamps stored by the oracle module. In the case of price outages during the median stamp (like during the osmosis epoch), a median not being stamped would result in assets that require 24 medians from the leverage module to be down for 23 median stamps (about 12 hours) to have 24 medians available again. Allowing more medians to be stored than the minimum required for the leverage module would prevent temporary price outages from bringing down an asset for long periods of time in the future. Currently canon 2 has been running with 32 as the maximum median stamp parameter and this issue has not occurred.
